Ministry of Tourism Unveils Ambitious 5th Tourism Master Plan

In a momentous event held at Maldives National University on May 25, 2023, the Maldives Ministry of Tourism proudly introduced the destination's 5th Tourism Master Plan (5TMP). This comprehensive document outlines a visionary roadmap, policy priorities, and strategies that will shape the Maldives tourism industry over the next five years. Designed as a long-term blueprint, the 5TMP aims to address both existing challenges and emerging opportunities within the flourishing tourism sector. Collaboratively crafted with the support of the Asian Development Bank, local and international consultants, as well as key stakeholders, this strategic plan signifies a significant milestone in the country's ongoing journey toward becoming a competitive and sustainable tourism destination.

One of the primary objectives of the 5TMP is to establish a robust framework and strategic direction that will fortify the Maldives' position as a compelling and sustainable destination. To ensure an accurate assessment of progress, the plan utilizes the World Economic Forum's Travel & Tourism Competitiveness Index, allowing for benchmarking against other renowned destinations. This approach aligns the Master Plan with similar destinations, such as Seychelles and Malaysia, which confront comparable challenges to the Maldives.

Outlined within the 5th Tourism Master Plan are fifteen priority goals, each aimed at propelling the Maldives towards achieving excellence in various aspects of the tourism industry:


  1. Maximizing the benefits of tourism for all atoll communities

  2. Effectively communicating the full potential of the Maldives

  3. Introducing new and captivating products and experiences

  4. Building climate resilience and safeguarding natural assets

  5. Enhancing energy security and striving for net-zero emissions

  6. Providing exceptional transport services

  7. Attracting and retaining a world-class tourism workforce

  8. Accelerating investment and innovative finance

  9. Implementing regulatory reforms to facilitate business operations

  10. Advancing 360° digitalization efforts

  11. Prioritizing tourism across all government entities

  12. Leveraging advanced data analytics and insights

  13. Strengthening health, safety, and security systems

  14. Establishing transformational industry standards

  15. Ensuring accessibility to tourism for all


Additionally, the 5TMP sets an ambitious target of reaching USD 6 billion in international tourism receipts annually by 2027. This figure, derived from consultations with industry stakeholders, the Ministry of Finance, and the Maldives Association of Tourism Industry, has been based on the latest data provided by the Maldives Bureau of Statistics and the Maldives Monetary Authority.

As the unveiling of the 5TMP marks a significant milestone, the next crucial step involves working closely with stakeholders to create actionable plans that will translate the outlined goals into reality. Successful implementation of the Master Plan's priorities requires collaborative efforts from all levels of government and industry stakeholders. A review of the 5TMP is planned for 2025, ensuring that progress towards the targets is monitored effectively and allowing for any necessary adjustments to the action plan.
